A Russian millionaire, younger brother of Arkadiy Rotenberg. He is another Putin’s judo partner who has known him since his childhood.

He is number 106 on the Forbes 2021 list.

Together with his brother Arkadiy, he set up the company Stroygasmontazh which won the first tender to build the land part of the gas pipeline Nord Stream and later Nord Stream-2. In 2015, the same company was contracted to build the so-called Crimean Bridge. Enterprises controlled by Boris and his brother constantly cooperate with Gazprom and other leading companies in Russia, working in interests of the current Russian authorities.

He has been EU under sanctions due to his Finnish citizenship which, according to recent investigation of Finish reporters, he violated the procedure to receive.
