
StateWatch publishes the third monitoring report on the implementation of the Defence Procurement Strategic Review, covering the period from June to November 2025.
The report records significant progress in the digitalisation of procurement through the scaling up of DOT-Chain Defence, the launch of the Defence City legal regime, and the expansion of international cooperation with NATO agencies. In particular, memoranda of cooperation have already been signed with the agencies of Norway (NDMA), France (DGA), the Czech Republic (AMOS), Turkey (SSB), Sweden (FMV), Denmark (DALO), Estonia (ECDI), Italy (AID), Great Britain (DE&S), and Lithuania (DMA).
In addition, both procurement agencies of the Ministry of Defence of Ukraine have received ISO 37001 certificates, confirming that they have an effective anti-corruption management system that complies with international standards.
At the same time, the monitoring highlights priority areas for further work: intensifying the activities of the newly established coordination mechanisms, improving the legal framework governing the classified status of defence procurement, implementing the recommendations of the Accounting Chamber, and aligning the process of independent audits of the agencies.
This third monitoring report analyses the progress made in implementing the 13 recommendations of the Review during the reporting period.
