Between January 22 and 26, the State Logistic Operator (DOT), which is responsible for purchasing non-lethal goods for the Armed Forces of Ukraine, announced 32 procurements for a total expected value of over UAH 10.879 billion. The largest tender was initiated for the purchase of 10 thousand sets of modular body armor vests with an expected value of UAH 420 million. During this period, DOT signed contracts worth UAH 4.472 billion. The largest contract was signed for the purchase of almost 74 tons of diesel fuel for UAH 3.25 billion. StateWatch analyzed the largest announced and completed procurements and obtained the following results.

Top-5 signed contracts 

1. 73867 tons of diesel fuel DP-Arc-Euro5 worth UAH 3.25 billion (UAH 47 thousand per 1 ton). The winner of the tender is PAT UKRNAFTA.
2. 15402 tons of A-80-Euro3 gasoline worth UAH 669 million (UAH 43,45 thousand per 1 ton). The winner of the tender is PAT UKRNAFTA.
3. 240 thousand summer boots worth UAH 567.4 million (UAH 2364 per 1 pair). The winner is TOV TALANLEHPROM.
4. 20 thousand ballistic helmets worth UAH 154.9 million (UAH 7,745 per 1 item). The winner is TEMP-3000.
5. 1000 sets of sanitary barracks tents for UAH 120 million (120 thousand per 1 set). The winner is SIVERTEX LLC.

In addition, the DOT purchased 200,000 field sleeping mats (UAH 378 per 1 item), 50,000 rubber boots (UAH 459 per 1 item), and 179 tons of AdBlue diesel engine cleaner (UAH 16.35 thousand per 1 ton).

Top-5 announced DOT procurements (according to the expected value)

1. 10 thousand sets of modular body armor vests for UAH 420 million (UAH 42 thousand for 1 set).
2. 65.5 thousand sets of summer field uniforms for UAH 134 million (UAH 2046 per 1 set).
3. 69 thousand travel bags for 125.7 million UAH (1822 UAH per 1 item).
4. 10 thousand ballistic helmets at an expected cost of UAH 75 million (UAH 7,500 per 1 item).
5. 810 thousand items of men’s underwear under two tenders worth UAH 44.2 million and UAH 44.3 million (UAH 105 per item).

All five procurements were announced under a simplified procedure, i.e. with the possibility of involving only one tenderer. The procurement results, the winners, and the actual contract prices will be known upon completion of the procedures. Among other announced procurements, the agency intends to purchase ballistic goggles and motor oil.

The state agency DOT was established within the framework of anti-corruption procurement reform of the Ministry of Defence. Since December 2023 the agency has been procuring fuel, uniforms, food, and some tactical medicine products for the service members. The agency’s total annual budget comprises about UAH 95 billion. Procurement is carried out through the online platform Prozorro.
