
On July 27, 2025, President of Ukraine Volodymyr Zelenskyy enacted the decision of the National Security and Defence Council to apply personal sanctions against individuals and legal entities linked to the Russian military-industrial complex. The list includes companies that have featured in Trap Aggressor investigations.
These are enterprises supplying titanium raw materials for the production of weapons, including missiles and military aviation. The companies are part of the supply chain for key components of the Russian military-industrial complex, including manufacturers of missiles, explosives, and special steels, as previously documented in the comprehensive Trap Aggressor report.
The following companies, investigated by Trap Aggressor, were placed under sanctions:
- LLC Russkie Titanovie Resursy – a supplier and processor of titanium raw materials, registered in Perm. The company participated in state procurements for Russian defence enterprises, including for Uralvagonzavod and chemical weapons plants.
- LLC KV Titan – Russia’s largest manufacturer of titanium melting furnaces.
- LLC Arkmineral – another company from the group, specialising in mineral extraction and raw material transportation for the Russian army.
Sanctions were also imposed on Evraz structures linked to Russian oligarch Roman Abramovich. Abramovich controls the metallurgical giant Evraz, which for years has supplied special steels and explosive materials to the Russian army, including Uralvagonzavod and missile manufacturers.
Despite existing restrictions from the United Kingdom, the EU, Canada, and Australia, the United States has yet to impose sanctions on one of the key oligarchs of Putin’s regime.
