Ukraine hasn’t yet synchronized its sanctions with the USA: the precedent with Oleksandr Dubinskyi

Although under US sanctions for a long time, 12 top officials under the tenure of the former president of Ukraine Victor Yanukovych and current pro-Russian politicians, including Oleksandr Dubynskyi, who is suspected of high treason, have not yet been sanctioned by Ukraine.

This is what the Trap Aggressor project at the StateWatch think tank reports with reference to the monitoring of decisions of US state authorities in regard to the introduction of sanctions. 

The United States of America imposed sanctions on Oleksandr Dubynskyi as far as on January 11 of 2021. The Office of Foreign Assets Control of the US Department of the Treasury took additional measures against seven persons and four organizations related to the Russian agent Andriy Derkach, a member of the parliament in recent past. To explain this step, the American institution referred to the fact that, when speaking publicly, the ex-prosecutor Kostiantyn Kulyk, ex-lawmaker Oleksandr Onyshchenko, their accomplice Andriy Telizhenko and current member of the Ukrainian parliament Oleksandr Dubynskyi connected themselves with Mr. Derkach, disseminated ungrounded accusations of corruption in regard to one of the presidential candidates in the United States. Their efforts supported the attempts of Mr. Derkach to influence the outcome of the presidential elections in the USA in 2020 in favour of the Kremlin. 

But in Ukraine, as far as the aforementioned persons are concerned, sanctions were imposed on Andriy Telizhenko in 2021 for the term of three years which is about to expire. Andriy Derkach was imposed sanctions by Ukraine in 2023. The rest, including the aforementioned Oleksandr Dubynskyi, are not currently under sanctions. 

Top officials under the tenure of Mr. Yanukovych and other pro-Russian politicians who have been under US sanctions for a long time, are not on the Ukrainian sanctions lists. In particular, one can refer to Andriy Portnov, Oleh Voloshyn, Serhiy Arbuzov, Rayisa Bohatyriova, Eduard Stavytskyi, Andriy Kliuyev and Volodymyr Sivkovych

Within the so called Kulinich case about high treason in the Security Service of Ukraine, the last two former officials on the above list are suspected of creation of a political office to control, as instructed the Federal Security Service, activities of influential Ukrainian politicians, high-ranking officials and law enforcement officers

In his address this spring, the President of Ukraine Volodymyr Zelenskyi stressed that the pressure of sanctions is self-defense from any aggressions.  

Generally speaking, in the last four months, only one decision of the Council of National Security and Defense has been enforced by the Decree of the President of Ukraine dated November 2023. It specifies 9 foreign companies but not a single person, though decisions to impose sanction on individuals were made before on a monthly basis. 

As a reminder, the Security Service of Ukraine served a notice of suspicion on a parliament member Oleksandr Dubynskyi this week. So far, the court has ordered a restraint measure in the form of custody.

Earlier, Trap Aggressor enquired with the Security Service of Ukraine whether sanctions were initiated against Andriy Portnov but did not receive a direct response.
