Defence Intelligence of Ukraine (DIU) has published data on the structure of the Russia’s Concern Radio-Electronic Technologies JSC (KRET) holding company. The concern brings together 54 enterprises and is part of the state corporation Rostec. This marks the tenth holding whose structure DIU has disclosed on the War&Sanctions portal.

KRET is one of the key holdings of Russia’s military-industrial complex and aviation industry. The concern specializes in developing systems and equipment for electronic warfare, state identification (IFF), and onboard avionics for all types of Russian aircraft.

The holding’s enterprises develop and manufacture electronic devices and protection systems for Su-34 fighter-bombers, Su-57 and Su-35S multirole fighters, Ka-52 “Alligator” attack helicopters, and the Soyuz-TMA crewed spacecraft.

KRET’s subsidiaries produce electric motors, navigation and control systems for unmanned aerial vehicles, anti-drone systems, and remote-controlled machine-gun platforms that Russia uses in its war against Ukraine.

The concern also plays a major role in the production of Russian ballistic missiles. In particular:

• Stavropol Radio Plant Signal PJSC manufactures and supplies compact S200A1 jamming stations for 9M723 (Iskander-M) missiles.
• Kaluga Research Radio Engineering Institute JSC supplies 3B228 electronic protection system units for 3M22 Zircon missiles.

Like the enterprises of the Russian Ruselectronics holding, the companies within KRET actively obtain licenses to manufacture weapons and military equipment. Of the holding’s 54 enterprises, 35 hold such licenses, and 26 of them obtained or renewed theirs during the full-scale invasion.

At the same time, according to DIU, 19 of the 54 disclosed enterprises of the concern are not sanctioned by any country in the sanctions coalition. These include:

• Inertial Technologies of Technocomplex JSC – a manufacturer and supplier of strapdown inertial navigation systems for Kh-59M2/Kh-59M2A guided air-launched missiles and “Orion” unmanned aerial systems.
• Tambov Elektropribor Plant JSC – a supplier of gyroscopes for 9M727 cruise missiles of the Iskander operational-tactical missile system.
• Ulan-Ude Instrument-Making Production Association JSC – a manufacturer of aviation automation units, radio navigation equipment, and electric motors for UAVs.

KRET is closely tied to other Rostec structures: at the end of 2021, the concern’s former director, Nikolai Kolesov, took over the Russian Helicopters holding. Alexander Pan, who is under US sanctions but has not yet been added to the European Union’s sanctions list, became the new director of the radio-electronic concern.
