From Acoustics to Defense
With the onset of Russia’s full-scale invasion of Ukraine, the factory dramatically changed its production profile. By 2022–2023, it had launched the production of “Obereg” body armor.
According to Russian media reports, the company, in cooperation with the mayor of Tula, delivered “Obereg” body armor to the Kursk region for participants in the so-called “SMO” (Special Military Operation).
A Historical Irony
Founded in 1927 to manufacture electroacoustic components and headsets, the plant had long been a flagship in the sound technology industry. Now, it has become part of the war effort on Ukrainian territory.
Currently, the plant operates under “RT-Capital,” part of the state-owned “Rostec,” making it a segment of the Russian military-industrial complex.
What We Know About the “Obereg” Body Armor
- Equipped with ceramic plates of protection class Br4 and Br5, capable of stopping 7.62×54 mm rounds;
- Provides protection for vital body areas, including the neck and groin;
- Claimed to withstand fragments at speeds up to 590 m/s;
- The full body armor set weighs over 9 kg.
Although officially presented as “volunteer aid,” these deliveries are an integral part of the aggressor’s military-logistical chain.
Sanctions Asymmetry
In August 2024, the United States added “Oktava” to its sanctions list as a company operating in the defense and related materiel sector. However, the European Union has not yet imposed sanctions specifically on “Oktava,” although other defense-related entities are included in its sanctions packages. The company’s CEO, Pavel Pavlenko, remains untouched by sanctions from the US, EU, or other countries.
The repurposing of “Oktava” highlights how the Russian military-industrial complex is mobilizing all available resources to continue its aggression against Ukraine. Enterprises that once produced peaceful goods are now entirely subordinated to the goal of waging war. Though labeled as “volunteer assistance,” the delivery of body armor is inseparable from the aggressor’s military supply network.
