To counter the spread of COVID-19, the authorities in the regions appealed to the Cabinet of Ministers to allocate funds for the purchase of medical and protective equipment, antiseptics, and additional payments for health workers, but all requests remained unanswered.

Poltava Regional State Administration appealed to the Cabinet of Ministers with a request to allocate UAH 686 million 300 for the fight against coronavirus in Poltava region. Of these funds, it was planned to allocate UAH 568 million for the purchase of medical equipment and UAH 118.2 million – for the purchase of personal protective equipment.
Kharkiv Regional State Administration requested the government to allocate UAH 616.5 million for the purchase of medicines (200.5 million), medical equipment (102.7 million), personal protective equipment (95.7 million), and payment of salaries (106.3 million).
It was also planned to spend UAH 45 million on vehicles, UAH 40 million on antiseptics and disinfectants, and UAH 26 million on medical devices and consumables.
On May 19, 2020, the Ivano-Frankivsk Regional State Administration requested UAH 446.1 million for the purchase of X-ray equipment (UAH 284.2 million), ventilators (UAH 116 million), and other equipment for intensive care units (UAH 27.9 million), supplements to salaries of medical and other employees directly employed in the liquidation of COVID-19 (UAH 6.9 million and UAH 11.1 million in April).
On June 29, 2020, the Ivano-Frankivsk Regional State Administration made a second request for the allocation of UAH 435 million. These funds should have been used to purchase X-ray equipment (UAH 284.2 million), ventilators (UAH 116 million), other equipment for intensive care units (UAH 27.9 million), and supplements to salaries of medical and other employees directly employed in liquidation of COVID-19 (UAH 6.9 million).
Odesa Regional State Administration appealed to the government with a request to allocate UAH 384 million to fight coronavirus in the region. These funds were to be used to purchase medical equipment (UAH 169.6 million), personal protective equipment (UAH 78.7 million), medicines (UAH 58.1 million), as well as to pay salaries and purchase food (UAH 42 million), purchase disinfectants (19.4 million), supplements to salaries of social workers for the period of quarantine (UAH 16.1 million).
Chernivtsi Regional State Administration requested UAH 204.2 million from the government, of which UAH 122.9 million was planned to be spent on the purchase of medical equipment, UAH 46 million on vehicles, UAH 28.5 million on overhaul of the infectious diseases department of Chernivtsi Clinical Hospital, and UAH 6.8 million UAH – on arrangement of oxygen stations.
Cherkasy Regional State Administration appealed to the government to allocate UAH 50.7 million. These funds should have been allocated for the payment of salaries and purchase of food (UAH 14.5 million) and for the purchase of medical equipment for Cherkasy Regional Hospital (UAH 13.1 million), Regional Center for Emergency Care and Disaster Medicine (UAH 6.2 million), Cherkasy City Infectious Diseases Hospital (5.3 million), Uman City Hospital (3.5 million), Cherkasy central district hospital (3.4 million), Zolotonosha District Multidisciplinary Hospital (2.7 million), and Shpola multidisciplinary hospital (UAH 2.1 million).
Kyiv City State Administration appealed to the government to allocate UAH 3.1 million for additional payments to salaries of employees of the Kyiv Emergency Rescue Service.
The Dnipro City Council has asked to allocate UAH 177 million to the city of Dnipro for the payment of salaries to employees of health care facilities.
The Executive Committee of the Lebedyn City Council of Sumy Region appealed to the government to allocate UAH 1.2 million, of which UAH 996,000 should have been used to ensure the functioning of secondary education institutions under adaptive quarantine and UAH 165,000 to test employees of preschool education institutions for COVID-19.
